STEERS consists of different areas, referred to as program areas. There are two
classes of program areas: those that require you sign up to report for
a specific ID (registration, permit, facility, regulated entity, etc.),
and those that have no IDs. For example, if you want to access IHW reporting, you must provide
the solid waste registration number (SWR#). However, if you want to submit an application using
ePermits, you just sign up for the program area.
When you update the access type (role) to a higher level
or change the authorization, the selected ID(s) or programs are placed in
probationary status. This means that you will
have limited or no access to the ID(s)/program until STEERS has received a signed SPA.

Access the Online SPA as described in Accessing Online
SPA from STEERS.

In the program area section of the Account Information page, either click on the program area
name link or select the program or the ID you would like to modify and press Go.

Find the ID you want to modify in the list of the program area IDs. Click on
the ID link. This will display the Modify IDs page.

To change the access type (role), select the new access type from the drop down
box.

To change or update the employer's relationship to the ID, select the
relationship that best describes the relationship to the ID.

Select the appropriate authorization.

If you are applying for a read, edit, or preparer role, select
the first statement. Only your authorization is needed.

If you are applying for a sign and submit or CBT access role,
either you must directly have the authority to report for the site according to
the program signature standards or someone with that authority must be
authorizing the access. If someone else is authorizing the access, you must
provide that person's name, title, and company. Note: Some program areas require that
you have direct authority to have the sign and submit role.

Press Save Changes button.

On the Confirm Modification of IDs page, review the changes. If they are correct,
press Save Changes. Otherwise, press Cancel
to return to the Modify IDs page.
Note:
If you change the access type from read to edit, read to submit, or edit to submit,
or update the authorization statement or name, the ID will be placed in
probationary status. This means you will have limited or no access to the ID
until STEERS receives a signed SPA.

Once the ID is updated, the browser will display the Select IDs page. Press
Cancel to return to the Display IDs page.

If any of the IDs are in probationary status, you must submit a signed SPA to
TCEQ before you will have full access to the new program.
Send the SPA to TCEQ STEERS:

Generate the SPA, print it, sign it and mail it to STEERS. For detailed instructions on
generating the SPA, see Generate SPA. Skip step 1 and 2
since you are already in the Online SPA.

If you have a valid Class "C" Texas Drivers License (TDL), you may sign the SPA electronically.
For detailed instructions, see Sign SPA Electronically.
Skip step 1 and 2 since you are already in the Online SPA.
Note: If your TDL has been renewed or
changed in the past 6 weeks, the TDL record may be locked and unavailable for electronic verification.
In this case, you must submit a paper SPA.
If you need to update multiple IDs with the same role and authorization,
you can do this in groups of up to 50.

Access the Online SPA as described in Accessing Online
SPA from STEERS.

In the program area section of the Account Information page, either select the program
for the IDs you would like to modify and press Go or click on the program area
name link.

Press the Modify/Remove IDs or the
Modify IDs button on the Display IDs page.

The Select IDs page displays all your Program IDs in the top select
box. Select up to 50 IDs to modify and press the Select
down arrow. This will move the ID(s) into the Selected IDs box. To remove selected
IDs, select them in the Selected IDs box and press the Unselect
up arrow.

Once you have selected the IDs to change, press the
Modify Selected IDs button. This will display the
Modify IDs page.

To change the access type (role), select the new access type from the drop down
box.

To change or update the employer's relationship to the ID, select the
relationship that best describes the relationship to the ID.

Select the appropriate authorization.

Confirm Removal page will display.

Press Remove Access to confirm or
Cancel to return to the Program Access
page.

you would like to modify and press Go or click on the program area
name link.

account employer's relationship. Note: The
Change/Update Authorization option must be selected.
